Emily Smith Goering, PhD, MSW, is an Evaluation Manager at the Center for Adoption Support and Education in Maryland and the metro Washington, DC area.
In her previous role at C.A.S.E. as an Implementation Specialist she provided implementation support to States, Tribes and child welfare organizations participating in the National Adoption Competency Mental Health Training Initiative (NTI).
Dr. Smith Goering is a social worker with experience in both the non-profit and government sectors. She has a background in state child welfare as a case worker, social work trainer, and as a quality assurance and data manager.
Dr. Smith Goering received her Master’s in Social Work from The University of Texas, Austin and a PhD in Social Work at the University of Maryland. Her research includes child welfare workforce issues, organizational culture and climate in child welfare systems, and foster care reentry. Ms. Smith Goering is appointed by the DC City Council as a member of the DC Citizen Review Panel on Child Abuse and Neglect.
