Our Story

In 1998, more than 17 years into the Dugan family’s adoption journey, Kathleen Dugan cofounded the Center for Adoption Support and Education (C.A.S.E.) with Debbie Riley, LCMFT, C.A.S.E. CEO, so that all children and families connected to adoption, foster, and kinship care could access the mental health services they needed to thrive.

Our Impact

Since 1998, C.A.S.E.’s hard work, dedication, and perseverance have made a lasting impact in the adoptive, foster, and kinship care community, training more than 80,000 mental health and child welfare professionals across 43 states and territories.

From our Baltimore-Washington metro area offices, we’ve served more than 9,000 clients and their families, ensuring permanence and creating brighter futures for the children and families we serve.

Thanks to our supporters, 2024 was a transformative year at C.A.S.E. We served more families than ever and extended our national programmatic focus on education through our National Training Institute’s School-Based Mental Health Professionals Training (NTI-Ed) and The C.A.S.E. Academy for mental health professionals, while growing our national footprint as a leader in the mental health and adoption, foster and kinship care space.
